As a service provider I would like to know where the referral is coming from as the family may not have the same concerns due to cultural differences. I would like to visit with the family and listen to any concerns they may have and future goals/expectations for the little one's development. Having a candid conversation with caregivers about developmental milestones in the American culture could be very helpful for the family and service provider for individualized plan development.

-	If I were Miguel’s service provider, I would begin supporting his family by asking what developmental milestones they would like to see from him before he turns 3. I would then affirm the family in their care for him, because it seems as though he has a lot of people caring for his well-being. I then would bring up my observations and concerns, along with information from the state regarding development milestones. I would allow the family to consider this information and then let them take the lead in customizing therapy to best fit their child’s needs within the context of their family and culture.

I think that the cause of developmental delays does matter, as understanding the reasoning behind Miguel’s delay would allow the service provider to figure out how to best care for him and attend to his needs. Understanding this also allows the provider to focus on caregiving tactics and education.

Miguel's developmental deficiencies appear to be influenced by his caretakers' methods. His family is very attentive and skilled at addressing his needs, so he does not have to rely on his gross motor abilities or expressive communication as much as he would otherwise. This could be adding to the delays. While it is vital to respect the family's values and caregiving approach, you could gently suggest activities that help Miguel go forward and express his needs.

I would first ask who submitted the referral and if the family had any questions or concerns about the referral and what we do. I would then explain what ECI does how we can help support them. I would applaud how in tune they are to Miguel's needs and start with making a goal that best worked with the family's concerns and is developmentally appropriate. I do think that developmental delays matter, regardless of culture, but one has to be sensitive and responsive to the family's perspective and take it into account.

If I were Miguel's service Provider, I would first ask them what their priorities and goals are. I would ask what their interest in early intervention is and what I could do as a service provider to better serve them. To the best of my ability I would investigate further their culture to get a better informed sense of where Miguel stands developmentally. I would share my observations and have a conversation regarding family expectations of development within their culture and American expectations of development. I would then revisit the topic of goals and priorities to see if they need revising. Providing intervention suggestions that are sensitive to his family’s cultural beliefs would be an integral part in my work as a service provider.
It definitely matters that his delays are as a result of his caregiving and culture. Within the context of his caregiving and culture, he is being properly cared for and could be in the right place developmentally. Using best clinical judgement to decide further steps would be used.

If I were Miguel's service provider I would support his family by hearing out what developmental concerns they have. I would listen to what they have to say then let them know what I observed during the visit. I would let them know that I understand and respect their cultural beliefs and would ask if they would be okay in incorporating or implementing certain skills with Miguel to help his development. I will let parents know how these skills will help Miguel achieve his developmental milestones. I do think caregiving and culture are related in the matter of delays because if you allow the child to explore or provide them certain skills they are able to achieve developmental growth unlike when you don't allow them they are restricted to only achieving limited development.

As the service coordinator, I would start by asking Miguel’s family about their expectations for me. What are your concerns for his development? What exactly are some skills you want from Miguel in your routine? I would observe their daily routine and skills they implement with Miguel. Inform the parents and other relatives they are doing a great job! I would gather more information on what their view of their child's development and share what are American "norms" for early childhood development. I would share some examples of age appropriate skills as per the American system. Again reiterate, that I am totally understanding of their cultural beliefs and respect the families opinions. As for my job, I would inform the family about what strategies that I could help with and guide them to get them to where Miguel might be struggling in or only provide resources/tips and tricks for their needs. If the caregiver/parent doesn't want to participate I have to respect that. They are the expert of their child at the end of the day.
